Maybe because the executives of those companies are legally, contractually obligated to do so? Not even the president can overturn a contract. It’s a PRIVATE business matter that is NOT illegal. And read up on the Constitution, if Congress were to write a law establishing that those bonuses are illegal, it would then be an Ex Post Facto law, which is illegal itself and non-enforceable.

It is either that or have all of the top talent move to jobs at the banks that are not under government control.
Do you really want the banks that have taxpayer money invested in them run by the people who are not good enough to get jobs at a real bank?
