Just an hypothesis.
Cigarettes are killing people. However the business still makes a big contribution to the economy, it employs people.

Alcohol kills people everyday also. Yet we allow people to have “legal” limits in their bloodstream while driving automobiles, children are born with FAS, and drunk drivers kill thousands a year. hmmmmm.

We would lose a very large and substantial tax base because more money would be made in the Black Market. Cigarettes are more addictive then heroin and an addict must get his (her) fix.

The economy would collapse most people can’t go 10 minutes without a cigarette.
