You have to go to court if you’re summoned. If you dont, they get a judgement against you

If you don’t answer your summons, you won’t have a leg to stand on and will certainly be found in default. Your wages and tax return will likely be garnished.

I think the word you are looking for is JUDGEMENT. Do you have a judgement against you for $4000 or are you being sued for that amount?

If you have already paid the bill, then no, they cannot take your tax return. Otherwise they can garnish your wages and take your tax return and any stimulus check you may be entitled to.
